DOLE orders regional offices to use Cloud system in info dissemination, transactions

KIDAPAWAN CITY, Philippines – Labor Secretary Rosalinda Baldoz has ordered regional offices of the Department of Labor and Employment (DOLE) to replicate the Internet-based Quality Management System (IQMS) that the agency’s Central Mindanao office has been implementing.

The paperless system provides access to DOLE 12’s e-Reports and vital records among others, and even allows the online registration of workers’ associations.

The IQMS, based on the Google Cloud system application, can also be accessed through Android mobile devices aside from regular computers.

“This is a first in the DOLE, which all DOLE offices should already replicate,” Baldoz said during a visit to the regional office in General Santos City over the weekend.

Ofelia Bautista-Domingo, DOLE Region 12 director, said the management innovation has eliminated 75 percent of paperwork requirements, enhanced transparency, simplified DOLE transactions, and enhanced the region’s services delivery capability.

The system was developed under Domingo by the in-house IT (information technology) staff of the DOLE 12 regional office following a series of training conducted by an external provider in April 2013.

It became operational by November 2013, during which, an online system for the registration of students and employers for the Special Program for Employment of Students had also become fully functional.

Domingo said that since it was based on the Google Cloud system application, all transactions for public consumption could be accessed through the IQMS.

“And since it is interactive, it allows regional personnel to input, update, edit, and view data online and in a click of a computer mouse, or even hand-held Android mobile devices, such as phones and tablets,” she said.

Domingo said DOLE clients could have easy access to and control of relevant information on transactions under the system, which has also increased the productivity of the agency’s staff.

Aside from providing access to its clients, the IQMS also has a portal, which houses various documents, such as the regional office’s quality and operations manuals – which outlines the organizational profile, scope, applications and definitions, mandatory processes, core processes, support processes, and review and improvement processes.

“This will clearly enhance our services, increase productivity, and promote transparency in governance,” Baldoz said.

The IQMS was also cited as one of the management innovations and best practices presented by the Internal Affairs Cluster at the DOLE 2014 Mid-year Performance Assessment held in Iloilo City last week.
