While there are no specific Philippine AI regulations at the time of writing, let’s look at the most relevant laws and upcoming initiatives.

The Philippine Digital Workforce Competitiveness Act (Republic Act No. 11927) is one of the PH laws related to artificial intelligence.

It proposes the creation of the “Inter-Agency Council for Development and Competitiveness of Philippine Digital Workforce.”

It aims to formulate a digital skills roadmap for the “fastest-growing seven professional areas identified by the World Economic Forum,” including AI.

The Second Congressional Commission on Education (EDCOM II) Act (Republic Act No. 11899) is another law closest to Philippine AI regulations.

It’s an educational reform that aims to prioritize “the adoption of digital transformation in education.” 

EDCOM II plans to implement alternative learning and delivery modes to help Filipinos catch up with the “Fourth Industrial Revolution.” 

The law acknowledges this concept as the widespread digital revolution due to advancing technologies like artificial intelligence.

The Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Material Act (Republic Act No. 11930) has a clause regarding AI.

This law mentions artificial intelligence as one of the tools for image-based sexual abuse (ISA).

For example, this Republic Act goes after malicious individuals who use AI to construct “deepfake” pornographic videos.

The Asia Business Law Journal says the Data Privacy Act (Republic Act No. 10173) regulates the use of AI concerning data protection.

The DPA’s Implementing Rules and Regulations says “no decision with legal effects concerning a data subject shall be made solely [based on] automated processing” without the data subject’s consent.
