MANILA, Philippines—Philippine National Police Director General Nicanor Bartolome is seeking the instalment of video security systems as among the requirements for the issuance of business permits in the country.
Bartolome said the measure, which seeks to replicate and expand ordinances adopted by local government units, is among his proposals to Interior Secretary Mar Roxas. He said he would present it before the National Peace and Order Council.
“This is just a small investment on the part of business operators that will eventually translate to higher returns as losses due to crime are diminished,” Bartolome said, adding that he would convince the NPOC to adopt the measure for country-wide implementation.
“After all, it makes better business sense to invest on security than take the risk,” the police chief said.
For his part, PNP spokesman Chief Superintendent Generoso Cerbo Jr. said CCTV security systems “amplify the certainty” of arrest and punishment of criminal offenders, thus, increasing its crime deterrent effect.
Most key cities in the country have already adopted this security measure requiring business establishments to install CCTV security systems as a requisite for issuance of business license and permit to operate.
“These LGUs [local government units] have in fact experienced improved peace and order situations upon adoption of the measure.”
