MARINA tests global integration of digital seafarer certificates

MANILA, PHILIPPINES — The Maritime Industry Authority (MARINA) will pilot the international integration of its digitalization system.

This project is a collaboration with the International Chamber of Shipping and maritime digital solutions platform Lloyd’s Register OneOcean.

MARINA said the partnership seeks integration of the MARINA Integrated Seafarers Management Online system with the two international platforms.

As a result, the Philippine News Agency says their project will modernize the seafarer’s certification process. 

MISMO’s international integration will enable it to align with international standards and reduce administrative loads.

Furthermore, it will boost compliance and efficiency for seafarers, shipping companies, flag administrations, and port state control.

On February 12, 2025, the three parties formalized their partnership by signing a memorandum of understanding (MOU).

The signing occurred in London’s 11th session of the International Maritime Organization’s (IMO) Sub-Committee on Human Element, Training, and Watchkeeping.

Under the MOU, MARINA, LROO, and ICS will evaluate the regulatory and technical requirements for a global digital certification system.

During the MOU signing, MARINA Administrator Sonia Malaluan lauded this digitalization.

“The pilot project marks a significant step in providing a global platform for a streamlined and seamless certification process for the Filipino seafarers,” she said.
