The disruption was triggered by a high volume of simultaneous transactions, which overwhelmed system capacity following the rollout of new features which included the BIR Digital TIN ID now being available with the app as well. Officials confirmed the issue was not caused by a cyberattack or data breach.

To address the surge in demand, the Department of Information and Communications Technology said it is implementing system upgrades focused on capacity, performance, and reliability, particularly during peak usage periods. These improvements come as usage continues to scale, putting more pressure on the platform’s infrastructure.

The outage also comes at a time when funding for digital services is under closer scrutiny. During a recent Senate hearing, concerns were raised about the level of resources needed to sustain platforms like eGovPH app as adoption grows. The DICT confirmed it is working with the Department of Budget and Management and other agencies to support long-term planning and ensure the platform can handle continued expansion.

The eGovPH app remains one of the government’s primary digital initiatives, built to centralize access to public services in a single platform. It has recorded over 40 million downloads and currently provides access to more than 100 services.

These include transactions across major agencies such as PhilHealth, Social Security System, and Pag-IBIG Fund. Users can also process National Bureau of Investigation clearances, schedule passports through the Department of Foreign Affairs, and access services from the Land Transportation Office, along with business permits and other national and local government transactions.
