CICC warns about the potential risks of generative AI
MANILA, PHILIPPINES — The Cybercrime Investigation and Coordinating Center (CICC) warned about the dangers of generative artificial intelligence.
At the GovX.0 Summit in Pasay City, CICC Data Protection Officer Robert Sanchez Paguia called this technology a double-edged sword.

“Unlike traditional artificial intelligence, which is designed to analyze and interpret data, generative AI can produce original outputs based on the data that is trained on,” Paguia stated.
But he also noted that cybercriminals can use generative AI to manipulate information, launch cyberattacks and commit fraud.
Moreover, the Philippine News Agency reports malicious groups weaponize genAI for the following digital crimes:
- Misinformation and deepfakes
- Training data leakage
- Data privacy abuser inputs
- AI model poisoning
- Exploitation of bias
- Phishing attacks
- Malware attacks
More importantly, Paguia warned others can use it in the upcoming 2025 elections.
“Of course, there are a lot of people whole will be manipulating our elections, and we should be ready,” he said.
On the other hand, generative AI can also enhance cybersecurity.
The CICC Data Protection Officer said the agency is already using it.
For example, they use genAI for threat simulation and training to prepare security teams for cyber threats.
Paguia also urged the public to report cybercrimes to the CICC Inter-Agency Response Center via hotline 1326.
